Tell a company how it can distribute it's Software?

I had heard rumblings of this before but I didn't think it'd make it this far.  The French could be putting a ban on open source with this bill. Unfortunatly, the bill itself is in French and I can't read French. The article does a decent job of reporting it, though . The idea of telling a company how it can distrubute it software is scary. Saying that you will be prosocuted if you publish your source code for free? Granted the is in France and won't affect other country distrobution, excet into france is scary.
