1) upload the picture to a place on the internet, someplace that doesn't prevent hotlinking but doesn't cost you a great deal of money.  Free is possible, just look a little.

2) Go into your Control Panel and choose Edit Profile.

3) Halfway down is the entry for Avatar URL.  put the webaddress to the picture you uploaded there.

4) Save and enjoy!

Oh yeah, try to make sure the picture isn't any bigger than about 76x76.  That keeps it from distorting the forums too much.

I believe that you were trying to add it to your signature not your avatar right?

The link you had in your profile was for a webpage, not a graphic.  use a link to the graphic instead.
