Are you trying to run a cable DIRECTLY between the systems, or are you using a switch in-between?

I think I have solved the problem but I cant check to see If Im right yet (Im trying to talk a friend through it)....

They are directly conecting the 2 PC's with a crossover cable I gave them....

I think that they need to use Cable connection on the win 98 system.....

It would be easier for your friend to just go and buy a NAT device. Only $39 on pricewatch.

I tried the crossover thing, got it working with 95 and with ME, but it was never very stable.  Yes you use direct cable connection to set it up.

Sorry, the work thing tied me up, then the monitor dieing really put a cramp on things.  Yes, You can connect two computers with a crossover cable.  But if you have Windows installed, you will need to have NetBIOS installed to allow the 2 to see each other.
